This is a child dressed up as Ram, I believe. He is a Hindu god. This was key in this scene because the slum (mostly Muslim in this case) was being attacked by Hindus in a recreation of religious strife between the 2 faiths in the past.

In India, a lot of beggars dress up like Hindu Gods to make extra money. So when Jamal and his Brother were running away, they saw a beggar (small boy) dressed as Lord Rama, who is always portrayed to be dark skinned (hence blue) with a Bow and Arrow in one hand and the other hand is raised to offer blessing.
