Because there is a hidden camera built into it so they can catch Sheriff Lamb saying he does not care if Logan is innocent as long as the public believes he is guilty - footage was viewed at the end of the movie when Veronica was gathering evidence to get back at Sheriff Lamb - the hat was referenced earlier in the movie when Veronica was discussing surveillance equipment ie: "trucker hat"
