A high definition disc (Bluray) will amost certainly provide better quality than an up-converted SD DVD. Standard definition material will always be standard definition. Up-converting to 720 or 1080 will never create detail that wasn't there to begin with. In fact, the filtering process used to up-convert does the opposite - it will tend to soften detail as it converts. Any claim that up-cponverted SD material will become HD quality is untrue and should never be believed. The result of up-converting may give the impression of an improvement in quality by reducing the pixel size. If that is the case, then so much the better, but this is not true HD. True HD content should always provide a better image than the equivalent SD based content.
