Kenny was the running gag of the show to attract audience members. When watching the first time and seeing him get killed, you think its funny and yet tune in the following week only to find him there again. Killing Kenny was just the running gag as was making Cartman the centre of all jokes.

Seems to me that Kenny symbolises these people who are in the wrong place at the wrong time. Looking the wrong way when crossing the road, that sort of thing.

It doesn't help that he comes from poor white trash, the wee lad is uncomprehensible in speech, and is only around to be the butt of Cartmans jokes.

Also, when he dies, sure enough, next week there's always another Kenny ready to be oft.

As in real life these types never learn. walking on railway lines, climbing pylons,

You name it, they'll do it.
