It may be simply that you were running with only one low beam instead of 2 and both are now burned out. If not, then the high beam switch or relay went bad.

With very few exceptions--Lada at least used to sell cars in Canada but not the US--Canadians buy the same cars Americans do. Except their headlights are wired to burn on low beam all the time the car's on.

Swampert isn't capable of learning Ice Beam via leveling up. Swampert can only be taught Ice Beam by using the Ice Beam TM.
Use your voltmeter. Pull the headlight. You'll notice three prongs coming out of the bulb--one's for high beam, one's for low and the third is ground. Connect the negative lead of your voltmeter to a ground--the front bumper works--and the positive to one of the three prongs. Turn your headlights on and test for voltage on the prongs. One will have voltage; that's the low beam. Now turn your high beams on and check the connector for voltage again. If there's power at the socket replace the bulb--you can't change one filament in a sealed beam bulb. No power? Broken wire, bad socket or bad switch.
If I'm not mistaken you should have sealed beam headlights as mine does. If you are getting water into a sealed beam headlight you will have to replace the lamp. The old one is no longer sealed.
Need to know first if you have sealed beam headlights (those will have the single bulb with the dual filaments) or composite headlights (those will have two bulbs) in order to answer this question.
There are three headlight settings on your headlight switch. You can turn the low beam headlights on by turning the headlight switch.
Need to specify which headlights you have... you either have the dual composite headlights, or you have the sealed beam headlight. In the case of the former, you rotate the harness 1/4 turn counterclockwise and it pulls out. You just replace the bulb. In the case of a sealed beam headlight, you have to replace the entire assembly.
Is it a plastic prong sealed together
You can buy just the plastic housing, but not just the clear plastic. The housing is sealed for waterproofing.
