Special Agent Kate Todd was brought into the storyline on the first episode of the original NCIS series, Yankee White. Though not a member of the team at that time, she was a secret service agent who helped investigate a murder on Air Force One with Gibbs and Tony. (Though McGee made several appearances in the first season, he did not become a full-fledged member of the team until the end of season 2's first episode, See No Evil. (Catch See No Evil, an exceptionally talented Abigail Breslin plays a blind girl who is kidnapped. It is a brilliant episode.) It was at the end of the first episode Yankee White that Kate was invited to join Tony and Gibbs to their NCIS team.

However, the NCIS pilot episodes were actually a spinoff of the series JAG and was considered a spinoff series. In the episodes Ice Queen and Meltdown (season 8, episodes 20 and 21) there was a special agent named Special Agent Vivian Blackadder (Robyn Lively) working with Gibbs and DiNozzo. Gibbs and Blackadder do not get along and her character is presumably written off. But there is never a mention of her during the regular series.

Ice Queen and Meltdown (JAG) are NOT included on any NCIS dvd's, nor have they been rerun under the NCIS titles. JAG, season 8 is now available on DVD and the episodes are available on Netflix, so the assumption is they are available on the Season 8 set.
