Until the final resolution- that the whole thing was a nightmare- it seems to suggest that the title character was something of a (Benevolent) Mad scientist not of the Dr. Moreau type but something creepy- closer to the Big Brother in the Orwellian sense. He uses amplfiers, sound effects and smoke screens to keep the native populace down. If you really analyze it he was a somewhat creepy character-Then again it was all an illusion.

The Scarecrow thought that he was brainless. But there were many instances, in fact, when he showed himself to be in possession of a brain, well before the supposed bestowal by the Wizard. In the way of a humorous example, Dorothy picked an apple from a tree instead of picking one up off the ground. The apple tree didn't like her so doing. The Scarecrow explained to the tree that the little girl didn't like green worms in her apples.

The Scarecrow. Ironically, there were many instances in which he showed himself to have a brain long before he met with the Wizard to get what he already had. For example, he figured out that the deep ditch was too wide for anyone except the Cowardly Lion to leap over. He also figured out that the Lion could make three separate leaps, with a friend each time on his back, to get everyone safely to the other side. And, in a humorous example, he understood why Dorothy Gale picked an apple off the tree branch instead of from the ground. As he explained to the angry apple tree, little girls don't like little green worms in their apples. Exactly!
