You can determine by the contestants choice of letters that they have already solved the puzzle and are continuing to spin to make more money. It's a risk and they know that luck and skill are both parts of the game. It's a show to try to win money and not to quickly buzz in and solve the puzzle except for three times a night. Even for those three puzzles some contestants wait to confirm their possible answer by allowing more letters to turn over rather than to quickly make a guess on a possible solution. However the have been times when those puzzles have been buzzed to be solved even before the first letter was finished being turned by Vanna White.
