We don't know who is Kovu's biological father since The Lion King II states that his father is not Scar although he adopted Kovu and chose him to be his heir. Since Disney has not officially announced who Kovu's father is, it is left to fanfiction.
Kovu's father is not Scar. Kovu is Scar's adopted son. Zira had Kovu with another lion. Kovu's real father is a lion named Badou or maybe a lion named Chumvi. When Kovu was born, Scar acted like a father to him. Kovu had siblings, a sister a month or 2 older than him called Vitani and a older brother named Nuka. Vitani and Nuka are Scar's and Zira's cubs.
