Usually, the Mayor or a City Counsel of a local municipality have control over a Police Chief.

Sometimes a special commission is enacted to help manage the Police Department, such as the Los Angeles Police Department's Federal Consent Decree in which the City of Los Angeles and the U.S. Department of Justice agreed to enter into an agreement on November 3, 2000. The decree allows for federal oversight of the L.A.P.D. reform process for a period of five years. In exchange, the Justice Department, which had been investigating the L.A.P.D. since 1996 for excessive force violations, agreed not to pursue a threatened lawsuit against the city.

In a State Police Agency the highest ranking official may even answer to the Governor of a State.

Certain Federal Police Agencies answer to a Cabinet Level Secretary and Military Police answer to the Base Commander, usually an 0-6 Colonel or Captain (Depending on branch of service).
