After you defeat Team Galactic at Mt. Coronet, you are free to catch all three of them. Uxie is at the lake near Snowpoint, which is Lake Acuity, and yes you can release Pokemon by going into your box, selecting Move Pokemon, go on the Pokemon you want to release, hit A and select "Release".
