Pikachu, as far as I know, can only be found at the trophy garden. The trophy garden is located beneath Hearthome city. The guy that owns the mansion dedicates his life to filling his garden with rare Pokemon for you to catch.

∙ 14y agoFly to Hearthome city and head south until you get to the trophy garden. Go in the trophy garden and search for it. It may take a while because of all the roselias and staravias.
