Where can you dress up Pokemon in Pearl?

You must travel to Hearthome City and enter the Contest Hall building.(the big circular one) then you must make sure you have a fashion case(key item). If you don't you can obtain one elsewhere in Hearthome. to dress up your Pokemon you must enter a Pokemon contest there is three events first is dress up than dancing then acting. if you only want to do dress up then a man on the second floor in jubilife city will let you.

Once a day, you can go to Veilstone city to give one of your Pokemon a massage. After the blond chick give the massage, she'll say she found something. It will be an accessory. Also, you can go on a walk with a cute Pokemon in Hearthome. Once you walk a certain amount of steps, talk to your cute Pokemon and it will be something. It is usually an accessory. If not, a useful item.
