In most states, if your parents are divorced or getting a divorce, you should be able to have some input. The judge has the final say, but you can have a Child Advocate to help and advise you how to do this. Call your County Courthouse for more info.

When you are 18. A minor never get to choose, it's always the parents or a judge who chooses. In some states the minor can, at a certain age, voice his opinion but the judge is not obligated to follow his wish. So "choosing" is only with parental or the courts consent which doesn't really make it choosing at all.

In the US a minor is not legally allowed to choose. The decision is made by the parents or the court if the parents can not agree.
