Yes. Author and Oz series originator Lyman Frank Baum [May 15, 1856-May 5, 1919] describes him as small, with long black silky hair; a small funny nose; and small twinkling black eyes. Toto loves to play all day long. And his merriness and his playfulness make Dorothy Gale merry. Because of Toto, Dorothy doesn't become drab and gray like the stark grayness of the soil, the sky, the people, the houses, and the grass of the prairies where she lives with her Uncle Henry and Aunt Em.
