We usually associate certain types of weather with particular moods. Sunny days are usually associated with happiness while rainy ones are associated with depression. Storms are associated with fear. A moonlit night is associated with romance. The use of weather to help set the tone of a film and create an emotion in the viewer has been common as long a film has existed. Countless Horror movies have opened with a stormy night and so on. Throughout the film "Blade Runner", for example, the weather is overcast, dark, or rainy. the air is polluted. All of these elements help to set the ominous oppressive tone of the film. Only at the films end as the two main characters flee north together is the sky blue and the day sunny.

Tone in film refers to the feeling and or atmosphere of the film towards the audience. where as mood refers to the feeling or atmosphere that the audience feels towards the film. So in other words a film that is ominous or gloomy would be the tone of the film, and a film that makes the audience feel tense or anxious would be the mood of the film.
There does not appear to be a specific title of "collaborating director" in film making. Directors in general collaborate with the producer to determine the vision and tone of the film, but their main function is to oversee the creative aspects of the film.
