The symbolism of a '13th hour' upon a clock's face represents the sheer invasive power of IngSoc/Big Brother who can change/modify not only time but the perception of time itself which is in keeping with their power to convince/manipulate others to the degree , which defies logic , that 2+2 CAN/COULD equal 5 .

A good place to look at for an example of Orwell setting the scene is the first sentence, which bears much significance: "It was a cold, bright day in April, and the clocks were striking thirteen." Can anyone confirm whether it is true that King George III was obsessed with time and had a palace full of clocks?

There is no evidence or documentation that King George III was obsessed with time. Nor are there any records of a palace filled with clocks with or without King George III being the owner. This is at most a rumor or myth. He was however very interested in science and helped fund the creation of the telescope that would discover Uranus.
