Feebas is the rariest Pokemon but is also the most annoying Pokemon seeing as how it changes fishing spots everyday and you have to fish for it on route 114

actuly shiny feebas is if you want to find a normal one use old rod its easier

It depends on what type of Pokemon you're looking for. The rarest legendary would have to be the three Regies, not because they're hard to find but because it takes so long to do the process. The rarest water/ice type would be Feebas prevolved form of Milotic, you have to fish for it and it moves around a lot. Then after you beat the game there's the dragon that everyone wants, Salamence. You can find his first form bagon in meteor falls also you can find stephen there who has rare pokemon with him all lvl 75+. He's not that hard, at most you need two 70's and about 3 to 5 revives, that's what I had. The rarest Pokemon you find at the start of the game would be Ralts, who you can find before you get too your dad's gym.
