The answer to this question depends on whether you are referring to the Hellsing Ultimate OVA series or the Hellsing TV series.
In the Hellsing Ultimate OVA, there are no real freak chips - the Millennium Organization turns people into artificial vampires using a special process, and implants them with a chip in order to monitor their behavior, health, actions etc. The chip also provides a self-destruction mechanism (as demonstrated with Jan Valentine). The TV series deviate from the original storyline, replacing the Millennium Organization entirely with Incognito. Here it is Incognito who implants chips into humans, effectively turning them into "FREAKS". Those, too, are artificial vampires, but the implanting of the chip itself is the transformation process.
