As a simple explanation - I watch TV and the weatherman said it will rain. Jim phoned me and asked me whether I thought it would rain. I told him no, it's not going to rain. Then, I took my umbrella with me. Jim didn't. When Jim asked me whether it will rain - I could have said yes and that I saw it on TV. At that moment I had the power to tell him yes or no.
