There isn't much difference between a foreign film and a Filipino film. They are both foreign in nature. This is true because they come from different cultures.

A foreign film, assuming you are in the US. would refer to any film not made in the US, while "local" as it would refer to films would commonly mean made by a filmmaker based within your immediate area. If you live in Baltimore for instance, a film by John Waters is one made by a local filmmaker. If Mr. Waters makes the film here in Baltimore, and his production company operates out of Baltimore, then it could be said that his film is "local". Many times reviewers and publicity material will refer to a film or filmmaker as "local" when publicizing the film in the filmmaker's hometown, prior to its release, even if the much of the post production work was not local.

There is no such thing as a "donestic" film.

On the other hand, if you are asking about "foreign" versus "domestic" films, "domestic films" are existing or occurring inside a particular country (not foreign or international); "foreign films" mean of, from, in, or characteristic of a country or language other than one's own.
