Because Canadians burned down the parliament in Montreal. The Capital of Canada moved between upper and lower Canada but that really didn't work out well so Queen Victoria chose Bytown for the new Capital. It was remaned Ottawa and Canadians never made their own decision on where the capital of a Confedration that spreads across a large land between three oceans. Likely because the proper location for Ottawa, the nations capital, is near Winnipeg in the centre of the country.

Well centre east west, otherwise it would be near Baker Lake, which is closer to the centre of Canada north, south, easts and west.
