FranI am not sure what the response code actually means and is still searching a bit on the net but here I can tell you that the decline in the slip is the clear indication that cash was not dispensed to the card holder ...Further go ahead and log a complain to your bank with a photocopy of the slip and I suppose they have to credit the mney back to your account...:)
