Something but when they looked into it further he would be able to get up to $700 a week if he moved East, which also had much lower cost of living. If he wanted or needed to stay on EI he would of course move back East.

Generally in Canada money flows from East to West so when looking for the lowest wages and highest unemployment look to regions that get large federal transfers, benefit from many federal programs and have good social programs. That is more likely to be found in Eastern Canada but there are many small areas in Western Canada that have very high unemployment and outright poverty but again look carefully, they get the most Federal support. It is a good general correlation for what you are looking for.
