As of December 3rd 2010, Quebec City has the lowest unemployment rate in Canada with a 4.4% rate, followed by Regina (4.9%), Winnipeg (5.4%), Saskatoon (5.6%) and Victoria (5.6%). See the Related Link below for more information (in French)

Both are measurements subject to qualifiers but Quebec is going to be high on the list as they have some of the best social programs. Sherbrooke for example is one of the poorest cities.

Canada does not have the same programs in all regions. For example we have an Employment program to help those who find themselves unemployed. It would seem to be a simple idea but it is administered differently across the land.

I personally know of a case where after working continuously for 20yrs a worker found himself without work in Western Canada. He wouldn't be unemployed long but did not have a job to go to right away. He applied for EI (employment insurance) and was of course accepted. His support payment was $78 a week. Not enough to help. When he pointed out that out they looked again and got it up to $100 a week. Something but when they looked into it further he would be able to get up to $700 a week if he moved East, which also had much lower cost of living. If he wanted or needed to stay on EI he would of course move back East.

Different regions are administered differently and this is true for almost all Canadian programs. Generally in Canada money flows from East to West so when looking for the lowest wages and highest unemployment look to regions that get large federal transfers, benefit from many federal programs and have good social programs. That is more likely to be found in Eastern Canada but there are many small areas in Western Canada that have very high unemployment and outright poverty but again look carefully, they get the most Federal support. It is a good general correlation for what you are looking for.
