She didnt adopt Angie, she was given Angie as a test to see if she was valuable to adopt.
Angie had a family back in her country however she had a bad heart in which her family could not afford surgery so Brooke volunteered to look after her for two weeks and get her the surgery she needed in One Tree Hill.
After her surgery and she had recovered she was returned back to her family
