Also according to Calisa Online, in the Goofy cartoons in which Mrs. Goofy appeared, we see only her legs and arms. So we may never know whether Mrs. Goofy, Penny, and / or Glory Bee are the same character or not. Glory Bee does, however, somewhat resemble a grown-up Penny.
