In the original book version of The Wizard of Oz, the Wicked Witch of the West is surprised that Dorothy Gale wins out against her. For the Witch trips Dorothy, and grabs one of the Slippers of the Wicked Witch of the East off Dorothy's foot. She's going to go after the other when Dorothy throws a bucket of water on her. Dorothy apologizes, because she is trying to protect herself and her pet dog Toto. And she sees the Slippers as belonging to her. But the Witch then goes on to indicate that Dorothy shortly will have the Yellow Castle from which the Witch rules over the Winkies. For the Witch admits to wickedness, because of which she always thought herself to have job security in the lands of Oz. It's incomprehensible to her to lose out to such a little girl. And she ends with, Look out - here I go!

No of course not they were sisters! Perhaps a sibling like hate but in the end the wicked witch of the west (elphaba) was mournful over her sister. (This is based on the musical and book not the wizard of oz movie.)
The Wicked Witch of the East was killed by Dorothy's house when it landed in Munchkinland due to a tornado. The Wicked Witch of the West seeks revenge for her sister's death throughout the story.
