Tail light fuse is blown. It also feeds the 5 amp dash light fuse. Also check for shorts causing the fuse to blow including the license plate light.
"ILL.1" through "ILL.6" displayed in the odometer field indicate the level of the dash light dimmer setting. These messages will be displayed briefly when the dash light dimmer setting is adjusted. In the '05 Subaru Outbacks, dash light dimmers are known to fail. When they fail, the "ILL.n" message will appear sporadically in the odometer display without changing the dimmer setting. Replacing the dimmer will correct the problem.
Probably the "gauge" fuse is blown. The dash lights are a completely separate circuit.
A short in the tail light circuit. Brake and turn are on another circuit. Dash light power is fed from the tail light fuse to the dimmer switch and on to the dash lights. Look for a short in the tail light wiring circuit. Also check the license plate light for a short as it is on the tail light circuit also. Had a car with blown fuse, traced the circuit for tail lights and found nothing. Jumped the fuse and burned out the wiring to the tail lights. Come to find out, the short was in the license plate light. Also a bad headlight switch can cause this. Both tail light circuit and headlight circuit go through the switch. Contacts for the tail lights may be bad (defective switch common).
I've just had all this with my 2004iveco 2.8 spent £££££££££££££ And it was water in the tank filter and pump hope this helps

It means something with the EGR (exhaust gas recircultation) system is failing or has failed. This is part of the emmission system. Someone with a diagnostic scanner should be able to determine what exactly is wrong. Good luck.

The dash light fuse gets its power from the tail light fuse. If the tail light fuse blows, you won't have any dash lights either.
