Tail light fuse is blown. It also feeds the 5 amp dash light fuse. Also check for shorts causing the fuse to blow including the license plate light.
On the 2005 Outback when you change the brightness of the dash lights it shows on the odometer like ill 5 ill 6 well mine shows this while driving and I am not changing the dash lights what can I do?
"ILL.1" through "ILL.6" displayed in the odometer field indicate the level of the dash light dimmer setting. These messages will be displayed briefly when the dash light dimmer setting is adjusted. In the '05 Subaru Outbacks, dash light dimmers are known to fail. When they fail, the "ILL.n" message will appear sporadically in the odometer display without changing the dimmer setting. Replacing the dimmer will correct the problem.

Probably the "gauge" fuse is blown. The dash lights are a completely separate circuit.
