tsukuyomi cannot defeat rasengan because it is hard to connect tsukuyomi because of rasengan has a sprailing chakra so tsukuyomi has a chakra which is weaker. Tsukuyomi is a genjutsu it cant have contact to rasengan it matters if you can get out of tsukuyomi such as naruto can get out because of his nine tailed fox getting him out (proof when taka went up against killer bee he woke up from the gen jutsu because of his tailed beast) also jiraiya taught naruto how to get out of genjutsu but it was too powerful for naruto to get out and his teamate helped him and hidden leaf village usually sets up a team of 3 so after getting out rasengan would hit him theirs no way to say which one is stronger because they cant have contact.
