At the time Ottawa was selected as Canada's capital city, either Toronto or Montreal would have been reasonable alternative choices. The major advantage of Ottawa is that it is right on the border between Ontario and Montreal, and therefore both provinces are happy with the choice. But both Toronto and Montreal are larger and more important cities in most respects.
Ottawa is on the border between Ontario and Québec.
