If the children are being neglected the grandparents should, by all means, try to have the parents deemed unfit and obtain legal custody through a petition for permanent guardianship. They should consult with an attorney who specializes in child custody issues.
The factors used to determine that a parent is unfit are generally governed by state laws with child endangerment being the determining factor. The following include some of the reasons a parent may be declared unfit:
The grandparents can get access towards there grandchildren by the mother and father dies and they get them. Or the grandparents file for custody of the children
You have full and primary rights to your children. Grandparents do not have custody rights to children over parents.
The baby's grandparents could get custody.
The grandparents should file for court ordered custody and child support, retroactive for 12 years.
If fully depends on the circumstances.
It's not custody, it's guardianship, and there's no cost.

They only have guardianship. If you didn't sign over custody, you have every right to get your children back.
Not enough unfortunately. Usually, if the child is removed from both parents' care before legal guardianship is established, the child is remanded to the custody of the state. At that point, it becomes more difficult (and expensive) for grandparents to gain custody. There are heartbreaking stories all over the place of grandparents trying in vain to get custody of their grandchildren.

That depends on why the mother lost custody in the first place. The court must have granted the grandparents custody for some reason. If they have custody now you have to apply in court for the custody to be moved.

You need to file a child in need of care motion with family court.
They can try but they will not win unless you are unsuitable parents. Some states have laws regarding grandparents rights to see their grandchildren so they can win visitation right if you are in such state.
