All you have to do is put your Rotom in the Solaceon Day Care with a Ditto and wait! Any Pokemon, regardless of its gender (or lack thereof) can be bred this way, save for all legendaries but Manaphy. And if you DO breed Manaphy, the result will always be a Phione, which does NOT evolve. Best to note that Rotom and Lucario are not legendaries, though many think they are.
