MGM needed more little people for that sequence than they could get. Everyone with a line or a dance is a real little person. But Munchkins looking out of windows or hatching out of eggs where really small children. Only about ten in all.

They were actual dwarves, or "little people." MGM Studios hired about 125 of them. However, at one point they needed more little people than they had, so a dozen children filled in. See the Related Link below for more information.

No. A dwarf and a midget are so-called, because of their small sizes. But the body shape of the dwarf is out of proportion. Most typically, the head is much larger than is expected given the overall size. In contrast, the body parts of the midget are in proportion. And the actors who played the Munchkins were the Singer Agency Midgets.
