Yes, Ari Haswari was Ziva David's half-brother. It all started after Special Agent Kate Todd was shot in the head by Ari Haswari after Gibbs' team raided the building where Ari's team launched a missile that was going to hit the shore where all the people were waiting to greet their family that went out to see. They were just pulling into dock but Gibbs' shot the control center before it reached it's target and shut it down. The day after Kate got shot was when Ziva David got to NCIS and was trying to convince the team that it wasn't Ari that killed Kate. She even was talking to Ari behind their back and not telling them, which meant Ziva really cared about Ari. At the end of the episode Ziva had to make the hardest decision of her life which was to shoot Ari, she had to because Ari was about to shoot Gibbs' in his basement, so she shot him before he could shoot gibbs'.
