Houston was not founded until August 1936 by New York real estate promoters Augustus Chapman Allen and John Kirby Allen. The Allen brothers along with surveyor Gail Borden, designed and intended the city to be a major center of business and government. By the turn of the century, Houston had under 78,000 residents. They included white southerners and former slaves as well as Mexican and German immigrants.
