You will usually decide a strategy to accomplish a complex task but it may be differrent every time. If you decide to use the same startegy every time for the same task then that is your policy.

There is a direct relationship between strategy and policy. A strategy has to be used so as to formulate any policy which is used in achieving set objectives.
