While ther are articles about this on creepy pasta, on other sources it is confirmed that the person who animated this is real and is curently serving time in prison for the murders of the dead children and more. There was no investigation in the united states because the tape was created in Scotland and was delivered to the studio in the US. Chaz aAgnew, who was supposably one of the inturns who watched the tape origionally, has poasted several clips of it on YouTube and has said that he can't release the tape because of legal reasons. I have no idea if this is real or not, but after learning all this I think it probably is.
