There is an Ulanga River in Tanzania but it flows east from close to the Rift Valley and eventually into the Indian ocean via Lake Tagalalat on the way. Forester's Ulanga on the other hand flows westward across the plateau and then down into the Rift Valley and into a unnamed Lake, clearly based on Lake Tanganyika, which did indeed have a German gunboat in WWI. Locationally The Malagarasi River is the best model for Forester's Ulanga. He was writing a novel however, not a history and geography of East Africa so he is entitled to mix characteristics from as many sources as he likes and even to make it all up completely.
