Is scar evil from The Lion King?

Scar never gave birth to cubs in the movies. In The Lion King II: Simba's Pride, he is said to have appointed an heir to succeed him by the name of Kovu. However, it is stated twice he is not Scar's son. Nuka and Vitani, Kovu's siblings, are also not Scar's cubs due to Zira not being Scar's mate, but a deluded follower.
