Nope, I thought it was a new actor, too, but it turns out that he just shaved and looks cleaner. The actor playing the part of Carlos Solis is in another production that required him to shave. They mention that in the first or second episode of this season (season 7). In the hospital, Carlos says something like "I don't think you recognize me because I've shaved, but the Golf clubs.....".

It's still the same actor, just cleaner and cuter.
