The last names of the characters are simply not used. One of the possible reasons could be that during that time period (based around ancient Asian societies), last names weren't as necessary as where the characters were from. (Ex: Katara of the Water Tribe; Sokka of the Water tribe.)
Toph Bei fong is an exception to this rule- though it could be because she comes from a wealthy/well known clan or family.
