The crisis is resolved when President Kennedy and his staff reach a public and secret agreement with Khrushchev. Publicly, the Soviets agree to dismantle their offensive weapons in Cuba and return them to the Soviet Union in exchange for a U.S. public declaration and agreement to never invade Cuba. Secretly, the U.S. agrees that it will dismantle all U.S.-built Jupiter IRBMs deployed in Europe and Turkey. The movie ends with Kenny O'Donnell, President Kennedy, and Attorney General Robert Kennedy resuming their respective roles. There is a metaphorical and literal foreshadowing at the close of the movie as to the movie's end about the tragedy that will soon befall O'Donnell and the Kennedy brothers.
