I'm about 75% sure that it isn't illegal. It's not illegal to burn a copy of a disk just for a few friends. You can't just market it yourself, and since Sony limited it to one item being copied only five times, you can't mass market them anyways. It should be legal. I've heard of people that say they did it and nothing went wrong yet. I don't suggest doing it. The most costly thing on the PSN is only like 30 bucks, so just save up your money instead.
