Depends on what you're looking for there. In some ways Shaka didn't create it, his mentor and friend Dingiswayo did.

While Shaka was growing up and moving from pillar to post Dinigiswayo was king of the Mthethwa tribe, he bagan building a confederacy of all the neighbouring clans. Shaka when he reached the age was introduced into his armies, with his military brain Shaka quickly climbed the ranks to be regimental commander and introduced his total war creed.

When Shakas father, Senzengakhona, died in 1816 dinigiswayo dispatched Shaka to the zulu royal kraal (homestead) to claim the throne from his brother Sigujana. It's not entirely clear if Shaka killed Sigujana himself or had some one do it for him, but that's how he got the throne.

As king of the Zulus Shaka remained in the service of Dingiswayo. However Dinigiwasyo was murdered during preparations for a campaign against the Ndwandwe tribe. It could be said that for Shaka to take control and win the war he had Dingiswayo killed, but more evidence points to Ndwandwe influence. Anyway with the death of Dingiswayo and Shaka being the regimental commander the power of the army was passed to him and as king of the Zulus he became the most powerful clan leader.

Shaka continued the work Dinigiswayo started but the name Zulu and not Mthethwa became the name of the nation.
