In his pursuit of perfection, Farquaad attempts to rid his kingdom of fairy tale creatures, offering a bounty for their capture and then exiling imprisoned creatures to Shrek's swamp. easy. he was the king. as we all know, the king rules over everything in his land. anything within the border in which he rules has to do what he says/ follow orders. lord farquaad didn't like fairy tale creatures and all of the Fairy Tales that were within his land got kicked out. the only place that didn't belong to farquaad was the land owned by Shrek. that is where they all went to.

long story short: he ruled the land and kicked them out because he didn't like them, and he actually huffed and puffed and he blowed the fairy tale creatures out and they ran away to shrek's swamp. he had the power to do so.
