If it's on PS3 you go to system settings and language options....
I recently changed my language from English to Spanish but COD stayed as English.
Battlefield Bad Company 2 however did change to Spanish, it might be because infinity ward doesn't like foreigners :D

∙ 11y agoif you're on Steam, go to game library and right click on Just Cause 2 > Language and change it, easy
and if you're on a Skidrow version, run the launcher from the game directory then choose your desired language, hope i helped ;)
