The public library will usually have DVDs and VHS tapes of famous movies available for loan. If you have a library card (which is free), you are good to go.
Any site on the web will either require downloads, or at the very least will require streaming video which will be a poorer quality video, and equally require use of your bandwidth. Additionally, in order to pay for its own bandwidth and licensing of movies, any internet site will have to somehow extract money from you, either by showing you ads or with a paid subscription.
You might also want to stay at home and watch cable or satellite; there will be some costs there, of course, but the monthly subscription fee is the same whether or not you're watching the channel. And of course, DVDs are available for purchase or rental at many stores.

There are some artists that offer free downloadable movies that can be found on iTunes. One can also sign up for Graboid which offers a trial period for free downloadable movies before one needs to pay monthly fees.
Try Hulu (it's legal)...some of the movies seem pretty obscure, but occasionally you can find something good!

Go to naptor.com instead. Usually it isn't legal to watch movies for free. Some sites put up movies after they payed for rights to show them and you can watch them for free as an incentive to sign up for the website. Movies have copyrights on them approving only certain viewing locations in order to make money off of the movie. If they were always free, how would the people who make movies have money to pay for sets, props, actors (and actresses), etc. :)
