To answer that question, jimmy and Cindy do kiss in the last episode Lady Sings the news the are walking away when jimmy sneaks up on Cindy and kisses her jimmy walks away and Cindy standing there stunned she quickly catches up with jimmy and holds hands. Also in I Dream of Jimmy jimmy kisses Cindy even though the kiss was to save his life it kind of helped their relationship

Yes, She started actually showing interest for him in the Original movie in a scene where she makes eye contact with Jimmy. They stare at each other and smile. He is the one that breaks the contact and looks away in disgust.

Cindy had a secret crush on him that becomes obvious in season 2 and 3. In season 3 she tries to tell him she loves him but keeps getting interrupted. In the episode "N-Men" she confesses to the Hulk form of Jimmy " I know I'm always mean to you but I do it so you wont notice my real feelings. The truth is I sort of secretly luuh luuhhh luuuh" and faints before being able to say love you. But her confession confirmed that she is only mean to him to hide her true love for him.
