There was no deliberate intention to leave them to their fate and let them drown, but when the accident was first discovered and evacuation procedures of the vessel began, there were fears that the steerage passengers would panic and rush the lifeboats, creating pandemonium, chaos and confusion. It WAS intended that they be rescued, but many of them were made up of nationalities who it was considered by the English establishment to be prone to panic and emotional behaviour- Italians, Irish, Chinese and so on. It was thus deemed best by the opinions of the day to 'keep them out of harm's way' until an orderly evacuation was in full swing.

This belief that the people of such nations were prone to hysterical panic was, of course, untrue, but it was one that was widely regarded to be true at the time. When eventually the steerage passengers finally DID make it to the top decks, many of them showed their mettle and were as brave and courageous as any English or American traveller, giving up seats in lifeboats to save women and children, setting about making themselves their own makeshift liferafts, and so on. But following the disaster, it was made illegal for anyone, of whatEVER travelling class, to be forcibly confined during disaster at sea.
