No. I don't think there is a dubbed version in English available - certainly not an authorised version.

The reason for this is simple. When Mel Gibson directed the Passion of the Christ he wanted to ensure that historically it was as authentic as possible. The film was criticised for its gory scourging scenes, but of course, those scenes were necessarily bloody because that was what Roman scourging was like.

To add to the authenticism, Gibson had the Roman soldiers speaking Latin and Jesus speaking his own native language - Aramaic, a form of Arabic used even today in the Galilee area from where Jesus and the majority of his disciples came from. Therefore subtitles in English are necessary to be able to understand these foreign languages.

To dub the film into English would destroy the intention that the action be as authentic to the times as possible, and so would never be done.

No, the part where the Jewish priests say 'let his blood be upon us and upon our children' has the subtitles removed due to protests from Jews who had reviewed the film

Yes in 2017 Gibson gave in and recorded and English sound-track for the whole film accept for one sentence. Because he believed translating the sentence would promote antisemitism.
